You don't need to sand the clear coat off to reclear it. Wet sand with 400 wet/dry sandpaper. If you use a foam sanding pad wrapped with the sandpaper and use plenty of fresh water you will get the best results.
All you want to do is dull the surface to obtain a "key" for the clear to adhere to. You can shoot clear over clear but I would highly recommend spraying a clear adhesion promoter before spraying your clear. That way there is a better chance the clearcoat won't peel off over time.
The same process works for fiberglass also.
I have used this method on several cars where I've added stripes to a factory paint job and all look great to this day.
