OK so I figured out why my 94 3.8 wouldn't run over 16-1700 rpm. Not fuel pump or cam sensor or TPS or filter or even the crank shaft sensor... It was the ring attached behind the harmonic balancer that the crank shaft sensor reads. I had come loose! So beware that it's not always an electronic issue even when the scanner says so.

Congratulations on your find, but that is an
electronic issue. Without the trigger no signal
can be sent the ECM.
