Crank Vent question...hook up the line or not?

My passenger side valve cover just has a vent in it but since I've owned it there is no line on the elbow. I'm assuming that this is supposed to be hooked up to a vacuum source?? There is a fairly large vacuum port on the carb with a rubber plug on it. I pulled the plug off for the picture. I've circled both in the picture. Should I just hook a line between the two? The oil filler cap on the other side is vented also. The bottom of the airfilter has no provisions for a line. Car runs fine as is but I noticed after it's warmed up and idling some smoke/steam comes out of the vent on the passenger side...what say the experts??

Just run a line between the two circled nipples???

I believe that cap has a PCV valve in it. You should check and probably replace. If that is the case, I would connect the two ports together.

It takes vacumm to open the pcv valve to purge blowby in the crank case.

The OEM setup used a 1" spacer, under the carb, with a port for the PCV hose from the valve, on the valve cover.

The part on the valve cover looks to be an oil filler cap for a closed PCV system. I would replace it with a PCV valve and connect it to the port on the carb.
On second look, I think Boomyal is right and there is a valve stuck into it. In any case, you need a working valve in that location and a hose connecting it to the carb port. You will probably need some minor idle adjustment once it's working, as the addition of air from the PCV system will lean out the mixture a bit.
