It idles fine most of the time - but when it's under strain, like on the freeway or sometimes just driving on surface streets, is starts sputtering, hesitating and kicking, and the power drops. I've replaced the fuel filter, keep the plugs clean, replaced the PCV and other smog parts, nothing has fixed it. Any ideas?

A weak fuel pump will cause everything you've stated.
Check the fuel pressure under load if possible. If not possible, just go ahead and replace the pump.

(sorry, but I'm definately a newbie when it comesto cars)

Okay, my 99 mustang is having the same problems, and we're sure it's the fuel pump. But the problem is, isn't the fuel pump in this model located inside of the gas tank? That's what the mechanic we took it to has told us, and if I'm not mistaken, getting the fuel pump changed will be much mroe expensive than if it were not inside if the tank.
