yes and yes if you dont want to do it buy a in line fuel pump and just hook it up
Are the pumps sidestream of the pickup on these models? I was just thinking about '86 ups having the pump on the end of the pickup tube, so you would need to swap the pickup/pump assembly out for a carburated or aftermarket pickup.

Dropping the tank is not a big deal. get a floor jack with a wide piece of wood on top it and follow these instructions(with pics)-

I did this in my own car a few years ago, the only tricky thing is the little plastic clip for the fuel line and being careful not to rip the rubber boot from the filler neck to the car. Otherwise an easy job.

There are TWO pumps, one is low pressure and one is high pressure. The low pressure pump is inside the tank. It feeds the high pressure pump. The high pressure pump is outside of the tank.

Low and high pressure pump? I've never heard of that for a fuel injected mustang-just heard of one pump and no one lists 2 pumps for a fox mustang.

Mid '80s Fox chassis-based passenger vehicles with a 5.0L V8 and EFI of the CFI variety, not SEFI, have two fuel pumps in the arrangement that I described.
