I beleive the sending unit in that car is a float style. Meaning it has a float at the end of a reastat. Based on the position of the float (height of fuel level) the contact touches a certain spot on the spring and sends a specific amount of voltage to the guage. If it sticks in one position it looks like you always have the same amount of gas. Could be the problem.
