Yup, the hvac panel control is dependent on engine vacuum. There is also a diaphragm switch or two behind the dash somewhere that are actuated by the vacuum depending on switch position, which is what are actually responsible for making the mechanical switch from one vent position to the next.
In my little experience with hvac vacuum related stuff, usually in absence of vacuum to control vent selection it will blow out the defrost vents as sort of a default. I have also experienced it where it will switch from whatever vent is selected and begin blowing out of defrost when throttle is applied (which causes manifold vacuum to decrease) - I have a '96 Explorer currently that does that.
