What exactly is preventing it from closing all the way, what's making contact?

There are two screws that come forward from the radiator area if these aren't properly fastened it may cause your problem. Also check to be sure everything is aligned properly

the two posts that go along side the grill are to tall i think and have a weird groove to them so the hood wont shut. The GT bumper had a notch in it so the GT hood can come down flush. I ve seen threads on this but no one really goes into detail with it. I just dont want to buy a hood right now, unless i can get an even trade for a hood other than a GT hood.:bigthumbsup

Just get a crescent wrench and twist those things down. Those are your bump stops for the hood and need to be height adjusted to fit flush with the hood. You don't need a new one!

i installed a cobra front bumper on my 2000 gt and i used the original hood, you have to slam it really, really hard to get it to close. but its the only way. the lip of the hood is going to scratch the post of the bumper from where it will rub. you have to buy the cobra hood if you want it to close the way it used to, or get a grinder and shave off a few inches.
