You need to locate the airbag module, i forgot where is it in Fox's but i think it is over the trans tunnel behind the sound system.

1. Disconnect the battery FOR A COUPLE OF HOURS..you dont want the bag to deploy on your face
2. Once you locate the airbag module (BLUE BOX) disconnect it from its harness.
3. DONE !
i changed the steering wheel on my 90 about a year ago, i think i remember how i did it....first disconnect the battery!!!!!!!!! next there are four bolts that come from the airbag section and connect to the steering wheel, dont remember what size they are, gain access from the rear of the steering wheel with a socket. once all 4 are out carefully pull airbag section from wheel and disconnect harness. believe there were 3????? air bag, horn, and cruise control. place airbag right side up in remote area where if it ever did go off no one would be killed. next loosen the bolt that holds the wheel on and use a puller to remove the steering wheel

or you could just unplug all the sensors in the front of the car, but your best bet is to replace the wheel with a better one
Did any of you see " Dirty Jobs" a few night ago on the Discovery Channel. There was a segment at a wrecking yard and they used an airbag to launch a plastic 55 gallon drum about 30 or 40 feet into the air. It also left a crater in the ground. Really impressive.
