i have a few questions about installing 1.6 rockers for pedestal mount heads, i checked the rod length and all, and am using 1.6 rockers,i was told totighten the rocker down while spinning the pushrod till it stops spinning, then give it one more half turn, when i do this the rocker begins the push the spring down a little bit, Is this normal?

Yes its doing just what the rocker was designed for. Its opening the intake/exhaust valve.

no...thats how you install stud mount rockers,not pedestal..

heres the proper way to install pedestal mount..you need a tq wrench,and make sure the lifter is on the base circle of the cam :
