I have the JLT and love it. That steel ring you are refering to holds it tight.

JLT CAI Fix
Hi All !!
I could have gone through every CAI post where I have 'bashed' the JLT for beeing powerfull but poor quality... but this is easier...
The quality issue was about the filter coming off, NOT so anymore, the new ones are as powerfull and more reliable. It's just a little steal ring that goes between the filter and the intake tube. You who allready have the unit can add this piece! Dunno if there is a charge, shouldn't be if you ask me!
So no more JLT bashing from me!

It is just a beautiful piece... free flowing on the outside and in! Just awesome! No wonder it's the most powerful one!
