So if everything works body clean interior no tears or burns normal wrinkles. 94 gt 5.0 never smoked in 28256 miles on dash the car would be considered in great shape for the year would. Just like to get some food for thought on value as I may want to sale for a mustang already built up. With noise and power I don’t want to do the work and mess a great car up. I mean I am a good mechanic but never truly tuned up a street car. And just trying to gain some knowledge from the real pros around here it is the real charcoal color true Mach 460 all original speakers and radio and cd player. Sorry I wrote over 8 lines. I think that’s against rules.

Tbh, the car looks like it has more than 28k on it. Can you post pics of the odometer and engine compartment?
The body has lots of dings, a few scratches, and badly faded/peeling paint/clearcoat. A paintless dent repair pro can likely take care of the dings for you. The front bumper, rocker panel side skirts, and rear spoiler need to be repainted though. What look like scratches on the side of the car may be able to be buffed out if they're not deep. The headlights need to be replaced. Being an automatic will usually not be as desirable as a manual.
It's hard to say the current value but it will be a lot less with the issues it has now than it would be otherwise. If you get that stuff fixed then with really low mileage it may be worth $10k-$15 to someone.
My understanding is there's no rule on how many lines you can type so no need to worry.

Yeah, I think there is a 0 or two missing from that mileage number.

That speedometer has been tampered with IMHO. Notice how none of the numbers line up. "I" would not touch that car with a 20 ft pole.

If that car truly has only 28k miles, they appear to be the hardest 28k miles a person could put on a car.

With the amount of Mustangs built and available you should have no problem finding one that was better maintained.

Think good, fast, and cheap. You can only have two of the three at any time. Good/Cheap won't be Fast, Fast/Cheap won't be Good and Fast/Good won't be Cheap. Take a pass and broaden your search. Just this man's opinion.

The OP owns this car.
The interior looks just fine other than the floor mats(they can be cleaned) and it's only the exterior that looks like it was not maintained well. The old style leather seats that Ford used to use look like that over time even on other low mileage 1994-95 examples. The leather was made totally different back then.
My guess is that it was stored outside. The sun was at least able to get to the front half of the car and I'm thinking that the car was walked past many, many times hence all the dings along the side and the paint missing on the side of the rear spoiler.
To the OP: don't waste $ on anything else other than bodywork for now. Get the front bumper, side skirts, and rear spoiler repainted along with the dings removed. This devalues the car heavily. A reputable body shop can bring in or recommend a paintless dent repair guy. Just buy new headlights for now and see what $ you have left after the body is restored. Note that some aftermarket headlights require modification to the front panel and wiring so my suggestion is buy stock or near stock type lights.

Only 4500 for the car

I am going to send it to the shop so they can verify the mileage even the dmv verified 28k but a shop will truly know

Can you post a pic of the engine compartment? The condition of it will usually divulge the kind of mileage on a car. I'm not doubting the mileage on the car as of yet. I just figure it wasn't stored ideally and that's why the paint and dings are so bad on parts of it.
Your priority should be sending it to a good bodyshop and spending $1500-$2000 to get it looking properly again as I suggested before. The exhaust that you want to change in your other thread should be a secondary concern as far as money that you plan on spending. If the car looks bad then the value stays low so good bodywork should take precedence especially with you thinking of selling it.

Do not throw away any of the parts that you take off the car. Almost 30 years later they're all now rarer parts to find. The stock air intake and TB will likely be hard to find.
When you say downpipes I assume that you mean headers? If so, short or long tubes? Many but not all headers will require a mid pipe change though I'm sure there's a lot less to pick from these days anyway. Long tubes will require a shortened catted midpipe of the same brand.
A CAI and TB change will mean you need a chip or piggyback device if one is even available anymore. My understanding is that tuners aren't available for OBD 1 vehicles(1994-95 5.0 Mustangs are OBD 1) like yours so a chip that's programmed to your mods would be necessary.
