Mustang engine won't start

I recently purchased a 1967 Mustang with a 1990 EFI engine and transmission in it. I was told that the engine was running 2 years ago. Right now, it will only start and run as long as you are spraying starting fluid into the plenum.
I removed the gas tank and emptied a bunch of rust out of it so it is pretty clean now. Also, the original tank has been modified so you can use an in tank fuel pump in it. The old pump wasn't working so I replaced it with another pump that came with the car, and put a new in tank filter on the pump. I have also checked the fuel filter by blowing through it (no restriction)
The pump runs for about 2 or 3 seconds when you turn the key on, and you can hear it running while you are cranking the engine.
I have checked, and I have fuel pressure at the schrader valve on the fuel rail.
I really don't know where to start looking. It seems that the ignition system is OK since the engine will run with starting fluid being sprayed into it, so I am guessing that the problem must be fuel delivery. Is there a special tool for checking fuel pressure, and how much pressure should I be looking for? How would I check to see if the injectors are working?
Any and all help will be greatly appreciated as I am a complete novice when it comes to EFI

It sounds like your getting fuel, but just not enough fuel.

Fuel pressure should be around 36-41psi.

You can get a fuel pressure tester at your local PepBoys for about $30.

Don't worry about the fuel injectors, they rarely go bad. So here is a picture that i just looked online of the fuel shrader valve test port, and hook up the tester there.

If you have less than 36-41 psi then the pump isn't pumping enough fuel and time for a new pump.

If you need to keep spraying starting fluid
at it to keep running you are definitely not
getting gas. It is possible that the injectors
are clogged due to the fact it was sitting
for so long. You need a fuel pressure gauge
to read fuel pressure. It screws into the
shrader valve at the rail. This might help
with the injector problem.

UPDATE
I hotwired the pump and got 60 PSI coming directly off of the pump before the pump stalled out. I am getting 40 PSI at the shrader valve. Engine is still not starting.
It's hard to believe that all of the injectors are bad. Where do I go from here?

All your injectors are not bad. Try this, if you
can get your hands on another injector disconnect
one from the harness and plug in the extra one.
Have someone crank the engine and see if it works.
If it does then they are being pulsed and working
like it should. Now if they are being pulsed and
they are good as I suspect they are then the only
reason why you are not getting gas to the cylinders
is they are clogged.IMO
