I answered my own question. I was by that shop today and this time the guy was home. So I asked him what the rollers were for. If that was a Dynometer or not.
The answer was that it was not a Dyno in the sense of measuring HP and Torque. Its purpose was to apply a load to a running vehcile to better measure the emmissions during simulated road conditions.
Then he added that the Automotive Technology department was working on getting a Dyno so their students could measure the effect of the work on their projects.
I hope they get one. A very useful tool for the automotive students.
