Name this machine. Is it a dynomometer?

I am looking for shop which can Dyno my 2008 GT when it dawned on me that their may be one right where I work. This place is a smog check referee and has this machine in its inspection bay. I do IT for a College and this place is associated with the Automotive Technology dept. If it is a dyno and not something else, I am thinking that I may approach them for a run. So, what is it? Will it give me a decent dyno run or is this limited to smog check applications. Thanks.

I answered my own question. I was by that shop today and this time the guy was home. So I asked him what the rollers were for. If that was a Dynometer or not.
The answer was that it was not a Dyno in the sense of measuring HP and Torque. Its purpose was to apply a load to a running vehcile to better measure the emmissions during simulated road conditions.
Then he added that the Automotive Technology department was working on getting a Dyno so their students could measure the effect of the work on their projects.
I hope they get one. A very useful tool for the automotive students.
