A voltage regulator will not cause no power to a vehicle, it can cause a drain which will eventually drain the battery dead, or not let the alternator charge the battery. You need a voltmeter, put the negative lead on the battery neg post (not the cable), put the + lead on battery Pos Post you should read about 12.2 volts anything around there is a start, if it is much below that the battery is discharged and or dead and needs to be charged, if it needs to be charged, disconnect the battery ground cable, and charge the battery directly, when it is done charging connect the ground cable back up, and get your voltmeter back out, do the same test, - lead voltmeter to neg battery post and the + lead voltmeter to Pos battery post, now you should be 12.2-14.8 volts, if it is then we will move down the line, leave the - voltmeter lead on the neg battery post for now, put the + lead on the battery side of the solonoid, you should read the same voltage ( within 1/10 of a volt) as the battery, if you do, then turn on the headlights to put a draw on the system maybe, the voltage may drop slightly if the headlights come on, if the headlights don't come the voltage should not change much because no load was placed on the battery. Next move the - lead to the block and the + lead to the Pos battery post, it should read battery voltage like before, if it does, make sure the car is in neutral or park and use a screwdriver and jump between the solonoid battery post to the S terminal on the solonoid and the engine should crank over if it starts, it will die when you remove the screwdriver, which is okay, we just want to see if it will crank, next leave the + lead on the battery post and put the - lead on the body of the vehicle, pick a spot where there is no paint, you should read battery voltage if you read much less than battery voltage, you have a bad ground to the body, check the ground wire from the rear of the cyl head on the passenger side to the firewall near the heater, if it is missing you need one, you can run a temporary wire to get it going, it s a piece of 6 or 8 gauge stranded with big spade lugs I think a 7/16 hole on one and a 1/4 hole on the other.
