I recently got my car back from the shop from doing an engine swap, and there are scratches on my hood. What would be a good way to touch it up and look nice with out costing me a fortune?

You could hit them with a little 1500-2000 grit then polish back with 3m perfect it 2 and a high speed buffer.

try giving them a good buff first, if they arent too deep. use some rubbing compound.

yea i would say what the other guy said take it back to the shop that scratched it and tell them to fix your hood. But you could use the 3M products to cut them out like the perfectit person said. Oh and dont be a girlie man with it you can use 1000 to 1200 grit to cut the marks out if you know what your doing, not 1500 to 2000 which is much easier of a mark to cut. If you but the 3M extra cut rubbing compound you can cut marks out at 1000 to 1200 grit with that with a real buffer not no pep boys junk invest in a dewalt buffer.
