Have you tried Flitz, Nevr-Dull or Brasso on them?
Sealant

Some of these wheels are shipped with a sealant (everything from wax to silicones to polyurethane is used). If the brake dust or other contaminants have penetrated this coating, its going to take some hard polishing to get them off (and remove muc if not all of the coating). A polishing ball (mothers or like blue said, flitz) and some polishing compound may be needed.

If you have pitting in the chrome instead of 'dust" sitting on top, its not going to come off... You have to have them rechromed to get rid of the pits.

Which is, of course, the pits.

-- whoa, I'd be real hesitant to use something that harsh (cleaning pads)
i took it to a local car wash and they cleaned them the rims were really dirty but they cleaned the rears up spotless but the "burned" stuff is like the 10% of the blackening on the front rims would not come off with scrubing and that's the stuff i need to get off of it i ask the manager about it and he said it wouldn't come off with scrubing
