Seat belt help 1989 Mustang lx coupe

I was looking into trying some (HPDE) autoX. One of the tech inspections is the seat belts. I noticed that the front belts werent retracting properly. They get hung up dont retract and dont lock like a new car belt. So i decided to take a look and found that the cable that runs from the car to the belt retractor has been cut. I dont know what the cables dose or is for and if thats the porblem. just want to get it fixed so I can pass tech.

Anyone have some info on this???

i replaced my front belts with those from a junk car and don't remember seeing any "cables".... can you carify? thanks.

Theres definitely a cable it seems to run to a spring loaded black button on the door jambs. I belive the cable pulls a lever connected to the belt retractor. (like some sort of catch lever when holding the belt when the doors shut and it releases the belt when the door is opend. With the cables cut it seem to be a real hazard.

by the way what year car did u replace the belts? so ive read 91-93 changed the layout of the belt so i cant use. Just thinking if i could use a belt from an older year car maybe they didnt have the cable.
