Swirls on Hood/In Paint???

Have had my car about a month; from the day of delivery there have been some swirls on the hood; it looked like where something had dripped down from the installation on the scoop. have had it back to dealership 4 times to get it "buffed out". finally the last trip it came back home to me looking great; i noticed yesterday... the "swirls" are back. it looks almost like wax not buffed in right. shows up more when the sun is bright. my car is torch red. any ideas on what this is and how to take care of it once and for all ??? thanks, sophie
