i dont think anyone but a ford dealer would have the resources to do that sort of thing plus i wouldn't trust anyone other than a ford dealer
If you have anything but basic car insurance, your insurance company will not cover your car for theft with PATS removed. I believe only the dealer has the tools to work on it as well and no tuner will disable it. If it is improperly disabled the car will not run as well.

I'm not surprised a locksmith could not fix it, he is not a mechanic. A good mechanic with a strong electrical background should have no issues repairing the PATS system. You don't have to go to the dealer for repair, only for reprogramming.
^^ Well said! :D

Ford designed the PATS system to prevent your car from getting stolen -- so they are the ones to fix it. What sort of issues were you having with the transponders? They don't wear out... Are you trying to steal "your" car?!? :kooky:

(Your auto door locks might die after a while when the key fob battery gets old, but Ford should also replace that -- probably free of charge!)
The PATS system can be turned off by a qualified SCT/Diablosport dynotuner, but you would have to buy the programmer and tell him to shut it off. I have mine turned off in the turbo car.....

Other than that, it is a dealer issue or a locksmith that can program keys. I've had it done once.....
