A cleveland is a big block, windsor is a small block. Probley get more power out of the Cleveland but is heavier & won't fit where a small block is without work! Depends I guess what your putting it in.

Both are small blocks and use the same transmissions and bell housings. The Windsor is a 302 with a taller deck - about an inch but the front covers and heads are interchangeable.
The Cleveland block is between the two in height and the heads are completely different. The water passages come out the front of the block instead of the intake. Both engines use the same head bolt pattern and spacing so you can modify the heads to go on a Windsor but it takes a lot of expensive machinework and parts to make it all work.
The Cleveland breathes better in stock form than the Windsor does but with the aftermarket heads and intakes available for it the difference between them narrows quite a bit.
The drawback for the windsor is that it has 3" mains which become a problem above 7000 rpm. The windsor can be stroked to 400+ cu" and in that configuration it will produce a ton more torque than the Cleveland. The Cleveland can turn more rpm but the lube system and valve train needs improvement - especially the rockers and mounts if you are going to be using the extra rpm capability.

Which is the best is determined by your individual preference, the space you have and how much money you want to spend.
Although the Cleveland is a shorter block the heads are wider and the overall width is more than with the Windsor.
