Whats the use of wheel spacers?

Right, wheels have an offset and every car has a different offset. The '94-'04 Mustangs do not have the same offset as '05+. That's why wheel spacers are required.

i kno it makes the wheel sit out more but why would you need it?

so i probably wouldnt need something like that for my 89 then

People use spacers for a couple of reasons. One is for clearence when using the incorrect wheel on the wrong car to make them clear the brakes or inner wheel house.

The other is strictly to move them further out because they think it "looks cool".

It's not a recomended practice becasue it put undo stress on all of the parts (wheel studs, hub, wheel bearings, stering componants....), but some people do it anyway.
