More than likely it's cheaper to make a 50 oz balance than it is to make the 28 oz or neutral balance. Less metal goes into the rotating assembly.
If you go with a stroker, you must go with what balance is specified by the manufacturer. You could have a kit when it's made to go with any balance you choose, but at a higher cost.
