No. A visual inspection will show tampering with the exhaust, that alone will fail an emissions inspection.

Maybe... with a spot-on tune. I know of dudes who have. This may have been because the inspector didn't give a crap, though.
But you'll fail a visual, as stated.

Keep your stock midpipe and swap it out once you fail the test, and then try again.
