I replace the plugs the wires distributor cap, And rearranged every firing order I could think of and still all it does is turn over and once in a great while backfire. Please help

Is it the stock motor? Did you remove the distributor? The firing order for all '79-'95 5.0 HO's is 13726548. Cylinders are #1 is first cylinder on passenger side followed by 2, 3 and 4 with #5 being the first cylinder on drivers side followed by 6, 7 and 8. Sounds like your firing order is off. Triple check it! It's really easy to have one or two wires on the wrong cap terminal! I always mark my firing order on the cap. Next up would be checking for spark and fuel.

If you only changed the plugs why would you even think to rearrange the firing order? There's only one that's going to work.
Did you check to see if it's an ignition or fuel problem yet? You have to know which it is. Do a KOEO self test to retrieve a trouble code.
Listen for the fuel pump when you turn the ignition on. If you don't hear the pump prime then there's your basic problem and it could be anything in the fuel pump circuit. Check the fuel pressure at the fuel rail.
If it's an ignition issue then I would look to the TFI module or PIP sensor. When the TFI module starts to fail it's known to give starting problems especially when it gets hot but it can fail at any time. I think a failing PIP sensor will also give problems when it gets hot. It will usually stall out a running engine rather than keep it from starting but can also just fail as well. Only buy high quality parts or you will have a dead electronic part in short order. The cheap generic chinese made electronic crap doesn't last.
Bad ignition switches are common in this era of Ford vehicle. There was a recall many years ago across many Ford years and models. My 1993 Mustang had a failed ignition switch which kept it from starting and having other weird electric issues.

If you have checked ALL fuel and spark components, run a compression test. You could have a cylinder running low, you mentioned backfire, and that will keep it from turning over. Been there, and rebuilt it.
A 302 v8 should still start and run(poorly) with a cylinder or two not firing. I had a 4.0 v6 with 2 cylinders down that started up with only a few extra cranks needed and even moved the vehicle(barely). I also had a 460 v8 once that only ran on 4 cylinders(bad timing chain).
